Financial and Operational Performance Improvement Programs of PUCs (FOPIP)

 

Through long-term implementation of projects in cooperation with local government units (LGUs) and public water supply / utility companies (PUCs) from all over Bosnia and Herzegovina and other European countries, "Una Consulting" Ltd Bihać has developed and offers systemic solutions that enable the application of modern mechanisms for improving business operations in LGU and PUC through the development and implementation of the Financial and Operational Performance Improvement Program (FOPIP).

Client support

Professional and advisory support services provided by "Una Consulting" Ltd Bihać, within the development of the Financial and Operational Performance Improvement Programs of PUC, include the development of policies, procedures and practices and their adaptation to the specific requirements and needs of each LGU and PUC, through:

  • Strengthening the capacity of local government representatives to meet legal obligations and ensure conditions for the provision of water supply, drainage and wastewater treatment services;
  • Support in the preparation and proposing of amendments to bylaws at the level of local self-government (decisions, regulations, procedures, etc.) and internal policies and procedures at the level of PUC
  • Support in drafting and adopting the Public Service Agreement between LGUs and PUCs with attachments (tariff methodology, decision on subsidizing water supply and wastewater services for socially vulnerable population, decision on settling PUC claims, decision on the use of depreciation funds);
  • Improving the organizational structure of services / departments at the level of LGU and PUC;
  • Improving the human resource management of LGUs and PUCs and increasing employee efficiency;
  • Establishment and implementation of policies / procedures for relations with service users;
  • Recording (mapping) of communal water infrastructure (GIS / AutoCAD);
  • Effective zoning of the water supply network (DMA);
  • Development and implementation of a measurement program in the water supply network;
  • Non-revenue water management (NRW);
  • Development of projects for the implementation of measures to reduce non-revenue water (NRW);
  • Tariff policy and calculation of economic prices for water supply, drainage and wastewater treatment services;
  • Support in the implementation of accounting procedures in accordance with relevant national and international standards, and procedures for improving the collection of receivables;
  • Budgeting and business planning;
  • Collection and monitoring of key performance indicators of PUC (benchmarking);
  • Support in the inventory and identification of unregistered fixed assets and the establishment of a register of assets (communal water infrastructure);
  • Support in determining the ownership status of constructed fixed assets (infrastructure), revaluation of the value and amount of depreciation needed to calculate the tariffs of water services;
  • Support in the implementation of procedures for the transfer of fixed assets to the general register of assets;
  • Protection of water resources and water quality assurance.

Our approach is based on the organization and implementation of theoretical and practical training, providing support in the workplace, as well as providing specific consulting services at the request of the client.

Una Consulting Ltd Bihać provides its clients with advisory support and periodic evaluation of the progress of each of the above areas of improvement within the developed FOPIP, and within the implementation of the Public Service Agreement between LGUs and PUCs. Based on the results of monitoring key performance indicators and analyzing the performance of PUCs, areas for improvement are identified and measures are proposed to improve the institutional, organizational, technical and financial aspects ofPUC operations. The ultimate goal is to provide the necessary conditions for the provision of quality, affordable and sustainable water supply, drainage and wastewater treatment services for all service users.
